Having played both, I offer a detailed comparison (Beware, lengthy): LotR progresses in levels/acts/scenarios. You are in each scenario until the main quest is completed (which involves playing one or two cards bearing a sword symbol in order to move a marker one space for each card). A player's turn consists of turning over an event tile (which may or may not be good), playing or drawing cards (or moving one's hobbit away from evil), and optionally discarding cards before ending the turn.
